    Low oil pressure???? Governor limit plunger will not retract if oil pressure is to low thus preventing the governor from opening the fuel rack.

    OK, agreed, if the pistons seals are working there shouldn't be any grease in the pilot chamber.

    In that case the spring assembly has to come out. Proceed as though you are going to remove the cylinder but now with tension off the stops go ahead and remove the stops. Take the whole assembly to your Cat dealer that will have the tooling to release the spring tension. Replace the pilot and...
