1974 Int. 4300, no oil at top of head

I recently removed the covers from the top of the Jake brakes and it appears there is little to no oil coming to the top of the head. If I press on the center button on the top of the jake brake a lot of oil comes out of the Jake brake. I had recently removed the Jake brakes and cleaned them. I'm wondering if I put them back together incorrectly. This is a NT/NH 855 Cummins small cam. Thanks for the help. It seems to run well otherwise with good oil pressure 60-80 psi.
