I'm getting a bit of oil in the coolant. I don't see evidence of pressure or bubbling looking in the radiator cap. Is there a chance this could be the oil cooler? I'm considering bypassing the cooler for a bit. It's in a water truck that only gets ran a few hours each week.

Yes, would be the most likely. If it was fuel in coolant-injector sleave/copper.
