1996 CAT 320B Won't Start

I've got a 1996 CAT 320B that won't start. I think the batteries are good, the dashboard powers up when the key is turned on, but the hydraulic lock doesn't click in and out when the key is turned on.

The hydraulic safety lever on the left side of the seat needs to be put in the up position.

for the past 25 years would not crank in the up position -it needed to be down to start - if you moved it with the key on and not running you would hear an audible click - now i here nothing - also strange lately even with key off you could move the leaver and hear the click - also strange if you did not turn off the master switch in the batt compartment the batteries would go dead

Gotcha. No click. I’m tracking, now. Check the fuse. Then, check the relay behind the cab in the battery compartment.
