Case 921 delay in bucket controls.

I have an old, I belive 1994, case 921 loader. This is pre 921b. The loader controls seem to be delayed. Everything works but it takes maybe half a second or more before it responds. Works faster if I steer a little bit. Any idea what could be causing this?
