When you say accelerate, do you mean it won't go into gear or won't throttle up when in neutral?

Does it have a mechanical injection pump on the engine or is it a tier 4..
If it’s a mechanical injection pump, try running it by hand..
If it still won’t rev up, get some pump #’s..
I think it’s a BOSCH VE pump.?
