This fine piece of equipment was listed as a Caterpiller model K25 excavator, sold today for $1,750. Don't know how it would be used. Might need to put that right front axel and wheel back on before it is put back into service.
looking at that machine, it'd be my guess, that the "digging" part of the machine was stuck down into the ditch of the road, and cut/conveyed the dirt up onto the roadbed, where it was leveled, graded by whatever....
I would say it was pulled along by another machine while gathering up a windrow of material and pulling it up the elevator into a dump truck the drove along the right side.
thats an old style elevating scraper its got a round disc (a spare next to the engine in this picture) that cuts the matirial out and then a conveyor system to shoot it out into trucks/dump carts
THats a Caterpillar elevating grader as they called it. Many companies made them as they were the a mainstay in road building. You started along side the road bed and pulled it. You let the disc in the ground and it threw the soil up on the conveyor and you built the bed up. They worked in long passes, changin the conveyor angle added or or retracted reach for the passes. Then they moved over a blade width. Hanckock made them and several others. Some even had no motor just a pinion off the rearend to run the conveyor. Heres a newer model called a Malsam Terracer. The first one I ever saw was on a wildlife mgt area that has alot of wet areas. They made all the roads in there with the Malsam and one 70 hp tractor pulling it and another with a 3 point grader blade and a roller. http://www.grainfarmer.com/terracer-06.html
