    Seperate water pump,? Bad sensor? Restricted air? Bad raw water pump? May sound stupid turn boat 180 degrees ( stagnet water supply to engine, ) seen it before

    Put thin pair of vvice grips on rack bar ans while cranking move to fuel on and see if it starts, if it does the injectors have to much. Leakage at idel dlont put vce grips next to rack mount ,any adjustment screws , have u checked fuel preszure, how abt shut off solenoid ?

    There quiet intence, image a i jection pump, timing, fuel setting , syncing each injector, valve lash, cutting all the injector seats if u can other wise drain the coolant and change all the injector cups press and coin them in and recut them big job not for the i experienced guy...

    COuld be from injector orings or orings in fuel pump in govenor, oring where the pump seats in the govenie
