2015 Kenworth with Paccar PX9 Won't Start

We're over here pulling our hair out trying to get our KW to start, maybe ya'll have some ideas? It s got the PX9 engine ( ESN 73623293) in it which I understand to be just a rebranded Cummins ISL. About a week ago we parked it for the day and went to leave the next morning and it would crank, but no start. We slapped a set of fuel filters on it since we had them, no change. We plugged in with Insite to monitor rail pressure and found some really erratic readings on the rail pressure sensor, so we went ahead and changed it and our readings seem to make more sense, but still no start. Monitored rail pressure while cranking and found it would build to 4-5000 psi, no start and no smoke from the exhaust either. I unplugged the pressure regulator and could get rail pressures near 20,000 psi, but no start and no smoke. It very much seems like the injectors are not being commanded to come on to me, we checked power to ECM while cranking and found it would draw down to 10 volts, but only after cranking a good bit. We have no active codes and I'm running out of ideas lol!
