544g clutch brake issue

We have a mid 90s 544G wheel loader and the clutch brake is not working. I have the switch turned on and check all the fuses and checked the relay and everything seems to be working that fine. I have went through the service manual and cant find alot of info on where to start trying to narrow down any issues. Any idea on where next to check?

What Dave said^^^^ will most likely nail it. It is a simple circuit. No relays. A signal comes out of the TCU, goes to the clutch cutoff enable switch, then to the clutch cutoff switch at the pedal, then back to the TCU.
