627E wont shift past 5th gear

Recently starting fixing up an old 627E, 6GB00686. Its done about 28,000hrs, parked up for 10ish years. Ive got a couple of issues, the steering is quite heavy to turn the wheel, Ive replaced the bottom steering column bearing which someone had replaced with a nylon one but the top of the HMU is quite rusty so im thinking thats the next place to look.
It also wont shift past 5th gear, Ive changed transmission oils and checked all screens, found nothing of concern in them. I went ahead and replaced the front gear hall effect switch with the updated harness and switch. Ive removed the rear transmission switch but havent replaced it yet. It does have strong smell of burnt electrics in it. Is there anyway to test these before dropping another couple of grand for a new switch?
Theres also a fault on the scraper, the LED cluster doesnt work, is there anyway of figuring out what the fault is without the plug in computer system? the fault light comes on as soon as the key is turned on but engine isnt running.
I dont have a lot of experience with these old girls, I mostly work on Gs

The first thing to check if it won’t shift up is the throttle control linkage and full rpm of the front engine. If it’s down on rpm it will keep it from reaching the ground speed it needs to shift up.
About 50 % of The complaints I get about not shifting up come down to a small drop in engine rpm.

Mobiltech has got it. I've seen more like 80% of no upshifts on anything with an old EPTC is low engine rpm related. They have the shift matrix set extremely high where just the smallest issue and it wont meet the required rpm to shift.

Thanks for information guys, I ended up replacing some throttle linkages that where pretty loose which didnt sort the issue. Turns out it was locked out in 5th gear through the transmission controller, it also had the body raise sensor turned on as well. Apart from some brake issues shes run pretty well for 2 weeks stockpiling river gravel for a quarry
