Adhearing rubber with steel

I have a dumper that has hard rubber dampening blocks that are attached to steel. One of them became unattached after many years of service. What is the best way to reattach it?

If that was mine, I would clean both surfaces and apply a generous layer of silicone (RTV) I think it is called there, press the rubber and steel together, allow some time to cure and it should last for years. We have used silicon for sticking rubber and steel together around our crushing plant and it works for us. If it does let go down the track, do it again, it's a pretty cheap fix.
