Allied Rammer S29 insulation?

I have a Rammer S29 that gets occasional use. There seems to be a blanket of soundproofing ir something bbetween the outer and inner part. Its been slowly sliding down and covers up the ports for greasing. I chiselled out new ports so I could grease but of course it keeps sliding so covers them up again. Is this stuff performing any important function I wonder? The hammer is a "city" model and is supposed to be somewhat quiet. Im hoping thats all the blanket is for.Dont really care how much noise it makes.
