CAT 311B RPM issues, new pump issues

I replaced the Hyd pump on this unit because it had a weak pump, causing a tracking issue. Customer says it seems weaker now overall than before. Mind you this engine was overheated a few times, and has new injectors allegedly. The New pump fixed the tracking issue, but now i am having a hard time dialing in the pump.

1. i think the engine is not achieving full rpms because i can only get about 4300 psi out of the pumps before it starts to really bog down the engine, and it seems low on rpm. (track pressure relief spec is 5,000ish psi so the tracks being a bit weak makes sense)
2. someone else replaced the governor cable drive assembly but i am sure did not calibrate it, i need to do that for sure. the dial only really works on 1-2 and like 8-10
3. I should know this answer but i am asking anyway, if the engine is being drawn down (snuffed out) by the hydraulics the reliefs are set to high?
4. is there a full procedure in the service manual on how to tune the hydraulics? I got some info from a Cat dealer but it was just the relief settings mostly, nothing on pump settings. Does this pump have engine pulldown adjustments?
5. Also i set the Pilot pressure relief to spec as well. it was a bit low.
6. How do you read RPMs on this machine/monitor panel?

All the help i can get would be great. I really suspect the engine RPM is the main issue i am having.

There’s a lot of good information that I think you’ll find useful in this document. Lean in on the power shift pressure and make sure it’s correct.

I think you’ll find it beneficial to your cause if you post results of any test you did that was included in that document rather than asking someone else to tell you what their magic 8-ball says. No one here is there as far as I know. You’re going to have to feed more info if you want more suggestions.
