Control block problem

Just getting some input, Insley 560B, propel and hoe on same control block (dual spool system). Propel won't operate on it's own, but with hoe fully extended or retracted (over pressure), propel works fine. Hoe works fine on it's own. Worked fine in the past. In the process of getting correct size fittings for testing pressure. Any suggestions other than testing pressure?

Update!! Found that the spool cover on the propel spool is designed to have ball bearings and a rod to keep it in place, must have been removed long ago. A hole in the top of the cover allowed water, dirt and such into the space under the cover and built up in between the return spring coils and wouldn't allow the spool to have full travel. Removed the cap, cleaned the spring, and it works fine. Go figure.
