Cummins CM870 ecm

I've been asked to fix a no start situation.
Both key on and constant power to ecm is blowing the respective fuses. The these pins are showing a oms reading to ground.

Appears to be shorted to ground internally. Should I investigate and farther or is it safe to say the ecm is junk.

Power it right off the harness with a fuse or check if that pin is shorted to ground

It's popping a 10 amp instantly guess it's a goner
