Dresser A 450E hydraulic issue

This has really stumped me. I removed my sloper blade (batter blade) last year including all the associated hydraulic pipes & valve.
Since then the hydraulic oil has leaked out over a period of time.
I've bled the system, oil returns to the tank, rams work but there's excessive pressure which blows the rubber manifold boots up like airbags, bursting a couple.
I have replaced them with new ones. Starting the engine, I've left the bases of the boots unattached to bleed out anything but still blows the boots up.
I've never had this issue, so does anyone have an idea of what to look for.
I'm ordering a new relief valve from Wellers in Kansas.
