FIAT BD14 Steering Problem

I'm looking at purchasing a Fiat BD 14. The dozer Starts, drives back and forth but will not turn left or right. What could be the problem with the steering clutches or in the steering system ?

Most likely a hydraulic issue.
I would be checking/cleaning the filter first and double check that the rubber seal on the filter cover is air tight.

The steering suction screen for the steering system always gets ignored. I would start there first.

Vetech and I would be talking about the same thing.
I called it a filter but it is actually a washable metal screen.
Should be under the floor plate down low on left hand side from memory.
