Check the obvious the transmission for lube and witness stuff - listen to establish if the box is in motion - be sure the other circuits from that pump are working good (Arm & tracks). Attached some information that may be helpful you can find more on the web site.

Owner says it travels good arm and all works good just wont swing. I don't know a lot about excavators, but have knowledge on hydraulics. I'm going to go look at it this weekend. I was trying to find specs on this machine but didn't have much luck. uffex That is a great document thank you.
