JLG 260MRT engine surging when functions are being used

hello everyone, i am working on a JLG 260MRT and the engine is surging when driving and when steering. we have replaced the throttle actuator, the fuel shut off, replaced the valve cover gasket, repaired wires, replaced the ground control circuit board, reprogramed the system, checked personalities on the system and everything seems to be in spec. we inspected the wiring multiple times and called JLG on this issue and still no result. have any of you had to deal with this type of issue before or does anyone have a idea on what to look for next?
