JLG 450A Basket Controls Stopped working

Ground Controls work find, but Basket Controls dont work at all. it seemed to be erratic 2 or three times, when using a function in the basked.... like having to let off foot pedal, then repress it and try the function again. Next day when I got on it, no Basket Controls at all would work (except the EMS)

Help please.

I have found there is insufficient voltage getting to the basket. The orange wire leaves ground control box at 12.5 volts. But when I check it incoming to the basket control box, it is only 10.5 to 11 volts. I have not yet found where it is breaking down
