I have to adjust right steering brake the machine has a winch on it so I can not see into the back of the machine do I have to pull fuel tank off or can you pull the seat out to get to the adjustment. I don't want to pull winch off if I don't have to

IIRC, seat removal is all you need.
There is a good adjustment procedure in the Operators manual .
There is an option for a free download at the Deere Bookstore .
