I have a Kobelco K916 LC excavatorwith a hydraulic control valve problem. The Cylinder for the ARM had the packing fail. The cylinder was repaired and reinstalled. The oil tank was drained , cleaned and all filters replaced and the suction screen cleaned. New oil was installed. When restarted the bucket woul close but not open and the Arm would ectend but not close. The control valves were checked. All actuators on the control valves for the Bucket and the Arm were removed and checked. No problems were found. The spindles in the control valves were removed and no problems were found.

Does anyone know what could be causing the problem.

Did you try working the functions both directions slowly to bleed the air out? I'm not sure if it could be a pilot pressure issue. Would have been better to post in the excavator forum.
