Just curious, do you need a permit to capture rainwater in California, or do you just not care? (not trying to be a busybody, it just seems like pretty much everything in Ca. is illegal anymore)

Its likely you need a water hunting permit first.

Its likely you need a water hunting permit first.

Yeah but before they'll issue you a permit you have to take and pass a Water Hunter Safety Class. You also have to submit a Rain Capture Management Plan.

Seriously though, everything in California is illegal, and it's coming soon to a state near you. My family has been catching rainwater on this ranch for seventy years, I don't know if it's legal and I don't care.
