Miller Big Blue 300 no power

Hi, I have a 2007 year, model Big Blue 300, I bought it at auction, got it home, plugged in a 110 volt angle grinder, ran but real weak, then connected new welding cables , tried striking an arc and completely dead, had a good ground etc, the code of HLP 21 is showing on the diplay, please help
