Seems like the new actuator should have included that piece you mentioned. It's good you could transfer it to the new unit but seems to me it should have came with the new unit.

The hollow dowel he’s pointing out is actually part of the steering control valve body, not the actuator. The problem is that when the actuator is removed 9 times out or 10 the dowel comes with it.

It controls the flow of oil to the steering cylinders.
