This weekend the tower crane that had it's boom blown over had a new boom installed. The city at the request of the developer ordered evacuations of the surrounding buildings under where the boom was being hoisted. The cab is 70 stories up.

Two questions. First, is it typical to evacuate buildings when hoisting a boom like this or is it a typical hysterical over reaction by city officials?

Second, given the abnormal stresses that the cab and tower sustained when the boom flipped over and hung off the back end of the cab during the hurricane should the unit be lowered, disassembled and closely inspected?
