14' CAT 299D XHP loader arms won't lift. HELP!

Loader arms stop lifting on my 299d. When I start the machine with the arms down and door shut. The work tool system light stays blinking on my gauge panel after I've started the engine (after I disengage the parking brake). We've tested the arm switch and door switch and its got the seat bypassed and they work properly. However, when I turn on key (not turning over engine) hit the parking brake button the work tool system light disappears and parking brake light stays on. I then turn over engine and hit the parking brake button (all while the work tool system light is off) and it allows me to lift the arms up and down for a short period before I get locked out all of a sudden. What could be my issue? All fluid levels are good.
