1998 JCB 940 not going into gear

Hey guys, so we have a new to us 1998 JCB 940 2WD forklift. It worked great during end of summer but now in the dead of Ontario winter it’s intermittently not going into gear ( forward or reverse) Originally thought it may be the parking break switch but I have determined that’s not the issue. Thought it may be low in hyd. Oil but 3/4 full should be fine?
Have also noticed the inching pedal from day one has felt empty as in hardly any resistance when pressed. Any wizards out there that this may ring a bell too? IMG_2638.jpegIMG_2637.png

What kind of oil is in it, when was the transmision filter changed last. What kind of oil does the operators manual specify for colder weather as it can greatly impact how it works.
