Cat 924K trans is overfilled, hydraulic tank is low/empty

Little background here I have a 924K wheel loader with the transmission pouring fluid out of the vent, it is overfilled in the sight glass on the trans and checking the hydraulic fluid sight glass the hydraulic fluid is low. Any help or ideas of where to start looking would be appreciated, serial number is TPWR00835

The pumps are all in a long line. The hystat pump #9 is mounted closest to the engine #8. Outboard of the hystat pump is the implement & steering pump #10 and finally the charge pump #11.

My first suspicion would be the implement pump leaking into the hystat pump via the shaft seal, but that's only a hunch.
