fuel problems on a cat D5N

My D5N slowly increases RPMs the highest it gets to is 2071 when you press the decelerator and release it it will only regain to the 1300's i have replaced both of the fuel filters and the rubber lines from the tank to the first filter and checked the orfice in the return line. What could my problem be?

Any warning lights or faults?

That's a heui engine and it could be lots of things. Heui pump not making correct actuation pressure, IAP, boost, atmospheric pressure or oil temp sensors giving a bad reading. You need someone with et to look at it or at least some sort of scanner that can read some of the parameters.
