While this may not seem right to you poor folks in the Eastern half of our great country, it is perfectly normal here in CA. The lowboy is only 2 axle, but it has 8 tires per axle, and when expanded to 10' wide, the rear trailer group is good for 60,000#. That lowboy is a wide neck Cozad, and looks like a 60 tonner.
Here in CA, we can permit up to 22,000# on the front axle, 46,750# on the drivers of the tractor, and 60,000# on the trailer for a total gross of 128,750# if it is balanced out right. The truck nd trailer will light weight at around 38,000#, allowing for up to 90,750# of load. The D-8R as pictured with the sweeps and extra wide cab probably goes about 85 to 88,000#, so well within legal limits.
I have a similar truck with a 44 ton Murray lowboy and haul D-8R and D-8T with it on a regular basis.
