863 bobcat no lift or tilt and unexpected drive movements

I have a 863 bobcat loader i bought at auction that is having some issues. As soon as you start the machine it will start moving in all different directions. It's like it has a mind of its own. You can drive it around. But if you're trying to sit still or giving little input it wants to do it's own thing. While your driving and giving it more input, it will track straight and seems normal. Also it has zero boom or tilt. The pedals are unlocked but when you move them it feels like they aren't even hooked up. Like you can tell its not flowing any fluid, it has no resistance. ( They are hooked up).I see no obvious leaks. I have checked fluid. The tilt and boom hydraulic valve solenoid is good. What's yalls thoughts? Is it the pump? What's the best way of diagnosing this issue? Thanks in advance guys.
